ACTION / MOTION: (This language identifies the formal motion to be made by the Council)

Council to take action on the On-Call Consulting for Airport Engineering Services Contract (No. 2017-021-001) with Dibble Engineering for Airport Engineering Services; and authorize the City Manager to execute and deliver all associated Contract Task Orders procured through the on-call contract process and approved project budget.

SUMMARY

PROJECT DESCRIPTION: 
The Construction and Contracting Division issued a Request for Qualifications (RFQ) on October 19, 2017 and a Pre-Submittal conference was held on October 31, 2017. The RFQ closed on November 21, 2017 with seven (7) Consultant submittals. The five (5) member evaluation team reviewed and ranked each submittal according to experience. Dibble Engineering ranked the highest at the close of evaluations. The contract period will be for an initial term of one (1) year with no more than four (4) additional one (1) year extensions.  During the term of the contract, work shall be conducted as a series of individual task orders with estimated values of $50,000 to $500,000. As Capital Improvement Projects (CIP are developed and funded, each shall be approved in strict accordance with the City Procurement Code.


BENEFITS:
Having an On-Call contract for Airport Engineering Services streamlines the procurement process and allows for expeditious project execution for Design Projects.


FUTURE ACTION: Council and staff; does this need to be communicated internally/externally?
Task Orders under this contract will be awarded to Dibble Engineering, who was deemed to have the most experience and qualified staff to meet the budget parameters of the  project being developed.  Depending upon the cost of service required, Task Orders may require approval by the City Manager or Council approval over $500,000.00.


FINANCIAL IMPACT STATEMENT: Must be completed before submission
No Cost Implications or encumbrances until individual Task Orders are issued.
