Council to take action on the Arizona Municipal Risk Retention Pool Fourth Amended and Restated Membership Agreement; and authorize the Mayor to execute and deliver said Agreement.

SUMMARY

PROJECT DESCRIPTION: 

The Arizona Municipal Risk Retention Pool (AMRRP) is a collective self-insurance pool of 76 cities and towns in Arizona.  The member cities and towns retain control over every decision through the elected AMRRP Board of Trustees, comprised of municipal officials and/or employees from around the state.  

 

The City of Buckeye has been member of AMRRP for the past 30 years, and has had the honor of having an employee, Risk Manager, Jean Poe, elected to the Board of Trustees for 14 years.  Jean currently service as the Board Vice President.

 

The Membership Agreement sets forth the authority for entering into a joint contract to purchase insurance and the administration of the risk pool by its Board of Trustees. Coverage is addressed by a separate Property and Liability Coverage Agreement and a Workers’ Compensation Coverage Agreement.


BENEFITS:

Our city benefits from the services provided by AMRRP in numerous ways, such as specialized legal advise and representation on matters such as adverse employment actions, responding to allegations of employment or civil rights violations, and general legal guidance on a variety of personnel related matters.   

 

AMRRP provides services specifically designed for cities and towns such as legal assistance in Land Use Agreements, Police Liability and Intergovernmental Agreements.

 

AMRRP also provides and administers our workers' compensation coverage. Their philosophy mirrors ours as it relates to returning employees back to work as quickly as possible after a work related injury, while being mindful of quality medical care and controlling costs for the city.

 

Recently added benefits include free access to a triage nurse for workers' compensation injuries where employees can be provided with home health care instructions or directed to a medical facility as well as a free on-line safety and human resource training program.


FINANCIAL IMPACT STATEMENT: Must be completed before submission

Workers' Compensation Premium:  $875,000

General Liability/Property/Auto:  $690,000

Excess Liability:  $173,000
