ACTION / MOTION: (This language identifies the formal motion to be made by the Council)

Council to take action on Resolution No. 26-18 confirming revised final plans and specifications and awarding the construction contract for the work described in Resolution No. 14-17 with respect to City of Buckeye, Arizona, Roosevelt Street Improvement District, and approving the Assessment District Map, legal description, Assessment Diagram, assessments and the method of assessment for such Improvement District; and ratifying related actions and agreements, including an amendment to the Waiver and Development Agreement pertaining to the Improvement District.

SUMMARY

PROJECT DESCRIPTION: 

The City Council previously approved actions by the City to acquire, install and construct water lines, sewer lines, roadways and drainage improvements benefitting property owners and landholdings located within the Roosevelt Street Improvement District.  The City invited bids for construction of the project in "Invitation for Bid IFB 2018-003 Roosevelt Street Improvement District", which was duly published and posted as provided by law.  The lowest and best bid was selected and the construction contract will be awarded pursuant to this resolution.  In addition, the boundaries of the Improvement District have been modified, and this resolution approves such modifications and the First Amendment to Waiver and Development Agreement pertaining thereto.  This resolution also approves the Assessment Diagram, which details how much each parcel of real property will be assessed in order to pay for the improvements.  The authorization of Improvement District bonds will be considered separately at the same meeting by Resolution No. 30-18.

 


BENEFITS:

Resolution No. 26-18 awards the construction contract for the project previously approved by City Council, and also approves the assessments to pay for the project.


FUTURE ACTION: Council and staff; does this need to be communicated internally/externally?

Enter into an acceptance and service agreement and maintenance agreement related to the public infrastructure.  Consider authorizing of improvement district bonds payable from assessments to finance the project.  Collect assessments and administer debt service payments during the term of the bonds.
