Council to take action on Ordinance No. 12-18 amending the City of Buckeye Code, Chapter 8, Article 8-11, Section 8-11-8 Special Event Liquor License to delegate authority to the City Clerk for approval of Special Event Liquor Licenses; providing for repeal of conflicting Ordinances; and providing for severability.

SUMMARY

PROJECT DESCRIPTION: 

Recent Arizona State legislative changes to liquor licensing requirements now allow for approval of Special Event Liquor Licenses by a designee in lieu of the governing body of a city or town. Staff wishes to amend the City Code to comply with these legislative changes. Approval of this Ordinance will allow the City Clerk to approve Special Event Liquor Licenses for events held within the City of Buckeye. The current safety approval process will be followed after approval.

 

Additionally, Council will be requested to approve Resolution No. 48-18 (separate item), deleting the $100 administrative fee.



BENEFITS:
Approval of this Code Amendment will streamline Special Event Liquor License processes, allow for more efficient processing and approval of Special Event Liquor License applications, and will comply with recent legislative changes. Non-Profit applicants in accordance with the associated special event will find this service more customer friendly and expedient. Special events are also currently approved administratively.


FUTURE ACTION: Council and staff; does this need to be communicated internally/externally?
If approved, changes will be made to the City Code and will be effective 30 days after adoption.


FINANCIAL IMPACT STATEMENT: Must be completed before submission

The code amendment does not directly pose a cost to the applicant but there is an associated administration fee for special event liquor licenses of $100 per event addressed in Resolution No. 48-18. A majority of the preparation is to create the documents to present to Council for approval. For the most part, special event fund raisers are timely and complete and would not create urgency in processing.
