Council to take action on the On-Call Consulting for Airport Planning Services Contract (No. 2017-013-001) with Dibble Engineering for Airport Planning Services; and authorize the City Manager to execute and deliver all associated Contract Task Orders procured through the on-call contract process and approved project budget.

Summary:

Over the next five years the City expects to execute several Capital Improvement Projects (CIP). As these projects are funded and developed, having a qualified Consultant available to perform these projects and meet the City's requirements is essential. There are no specific projects and there is no funding attached to this contract. Upon approval, individual Task Orders shall be issued for specific Airport Capital Improvement Projects in an amount not to exceed $500,000. Having an On-Call Contract for Airport Planning Services streamlines the procurement process and allows for expeditious project execution for design projects.

Council to take action on the Construction Contract between City of Buckeye and GCON Inc. (No. 2018-004-001) to remove and replace a 400 KW Generator at the City of Buckeye Wastewater Treatment Plant located at 915 South 7th Street.  

Summary:

The existing 400 KW Generator located in the Central Buckeye Wastewater treatment plant has reached its end-of-life cycle which was determined in a feasibility study performed by on-call Consultant Kimley-Horn. The project was included as one of the Capital Improvement Projects (CIP) for the current Fiscal Year. The total contract amount, which includes a maintenance program for one year, replacement of the automatic transfer switch, and removal and replacement of the 400 KW generator, is $221,469.00.

Council to take action on Delivery Order No. 1 to Job Order Contract (No. 2014-095; 1/5) between the City of Buckeye and Haydon Building Corp. for Water Resources Administration Building tenant improvements to Suites 106 and 107 of Sundance Crossings.

Summary:

This project relates to Water Resources Administration Building tenant improvements to Suites 106 and 107 of Sundance Crossings, for a total amount not to exceed $1,103,400. The project includes demolition, improvements, and four exterior steel canopies. The completed suites will house Water Resources Administration.

Council to take action on the ratification of Emergency Purchase Order (No. 21800654) to Xylem Water Solution for the purchase of Disc Fine Bubble Aeration Systems at the Sundance, Tartesso, and Central wastewater treatment plants.

Summary:

An emergency purchase order was placed with Xylem Water Solutions to purchase the disc fine bubble aeration system at the Sundance Wastewater Treatment Facility in the amount of $92,110 due to pipe failure, which is causing separation. Within a few days it was discovered the same issue is appearing at the Tartesso and Central wastewater treatment plants and an additional $366,581 worth of product was added to the purchase order for a total amount of $458,691.

Council to take action on Delivery Order No. 1 to Job Order Contract (No. 2014-025-5) with Talis Construction Corporation for the removal and replacement of diffusers at the Central, Sundance, and Tartesso water treatment plants.

Summary:

The Sundance, Tartesso, and Central water treatment plants are in need of replacement of diffusers because they are experiencing pipe failure, which is causing separation, allowing fluid to enter and reduce the airflow needed to treat the wastewater. These diffusers need to be removed and replaced to insure compliance with Arizona Department of Environmental Quality (ADEQ) permit requirements. This contract provides for removal and replacement of the diffusers at the three water treatment plants for a total amount not to exceed $102,250.

Council to take action on Task Order No. 1 to the On-Call Consulting for Engineering  and Architectural Services Contract (No. 2016-020-001) with Amec Foster Wheeler Environment & Infrastructure, Inc. for the preparation of a design concept report for the Sundance Water Reclamation Facility conversion.

Summary:

On-call contractor Amec Foster Wheeler has been asked to provide a design concept report (DCR) related to the conversion of Sundance Water Reclamation Facility (SWRF) and re-use modifications. Based on the DCR, the City will be able to move forward with build-out of the Sundance Water Resource Facility. The total budgeted amount to complete the project under this Task Order will not exceed $393,160.

Council to take action on the Fitness Passport Agreement between the City of Buckeye and OptumHealth Care Solutions, LLC, relating to use of fitness equipment and programs for OptumHealth Care Solutions members.

Summary:

The agreement with OptumHealth Care Solutions, LLC, will allow members of OptumHealth Care Solutions to utilize the fitness equipment and programs at the Buckeye Community Center as a participating network facility within the OptumHealth Newtwork.  In return for use of Buckeye’s fitness equipment and programs, OptumHealth Care Solutions, Inc. will reimburse the City funds based on the amount of visits per person from eligible participants enrolled in the Fitness Passport Program.

Council to take action on Resolution No. 11-18 enlarging City of Buckeye Street Lighting Improvement District No. 2017-SLID-003; and declaring an emergency.

Summary:

Resolution No. 11-18 approves a petition submitted by owners of the Terravista development to enlarge Street Lighting Improvement District No. 2017-SLID-003 to include parcels located within the Terravista development. In preparation for the expansion of this development, 2017-SLID-003 will be expanded to provide energy for the new street lights within the expanded portion of this District. SLIDs ensure that only the owners that benefit from the lighting in their community pay for that service.

Council to take action on Resolution No. 12-18 declaring its intention to form a Parkway Maintenance Improvement District within the corporate limits of the City of Buckeye; designating such District as “City of Buckeye Parkway Maintenance Improvement District No. 2018-MID-001”; providing for operation, maintenance and repair of streets, parkings and parkways, including landscaping of public streets adjacent  to and around the proposed district; ordering that a copy of this Resolution be recorded with the Maricopa County Recorder; and declaring an emergency.

Summary:

Resolution No. 12-18 approves a petition to form Parkway Maintenance Improvement District No. 2018-MID-001 to provide for the operation, maintenance and repair of streets, parkings, and parkways and landscaping within the proposed district. By having the costs of parkways and parking assessed against the land within the development and not borne by the City, MIDs provide assurance for the City that should a development’s owners become unable to maintain the rights-of-ways they are responsible for, the City, when assuming these responsibilities, will have the revenues in place to defer the cost.

Council to take action on Resolution No. 13-18 ordering the work as described in Resolution of Intention No. 12-18 and the formation of City of Buckeye Parkway Maintenance Improvement District No. 2018-MID-001; and declaring an emergency.

Summary:

Resolution No. 13-18 will order the work as described in Resolution of Intention No. 12-18 and the formation of City of Buckeye Parkway Maintenance Improvement District No. 2018-MID-001. Both SLIDs and MIDs provide for the benefit of ensuring there is a balance of revenue and expenditures to provide for the quality of life for residents/owners of a particular development without an undue burden upon the existing community. Parkway Maintenance Improvement Districts (MIDs) are responsible for maintaining parkways and parking on streets within the District.

Council to take action on the resignation of Kristen Beeter as a Regular Member of the Library Advisory Board; and the appointment of Thomas Osborne as a Regular Member of the Library Advisory Board, filling the unexpired term of Kristen Beeter, with a term expiration date of December, 2020.

Summary:

The City encourages community involvement in our programs through our boards and commissions. Ms. Beeter, who resides in District 6, has resigned as a Regular Member of the Library Advisory Board. Mr. Osborne, who resides in District 2, has been serving as an Alternate Member of the Library Advisory Board and has been recommended to fill the unexpired term for the Regular Member seat vacated by Ms. Beeter.

Council to take action on the Special Event Liquor License application for the Verrado Founder's Day Block Party to be held on Saturday, March 24, 2018 from 5:00 to 8:00 p.m. at the Village Green in Buckeye.

Summary:

The West Valley Mavericks Foundation is requesting a Special Event Liquor License for the Verrado Founder's Day Block Party on Main Street, to be held on Saturday, March 24, 2018 from 5:00 p.m. to 11:00 p.m. The event will take place at the Village Green located at 4247 North Market Place in Buckeye. Requested by Robert Edward Stockley on behalf of West Valley Mavericks Foundation.

*6.NCity Council authorization of city staff to reimburse development applicants in the Downtown Development Incentive District 75% of development user fees paid between April 1, 2018 and June 30, 2018.
Summary:
To encourage new development as well as  redevelopment in the Downtown Development Incentive District the City council authorized a 75% reduction of development user fees within this area effective April 1, 2018. As a result of the new effective date of July 1, 2018 of the Development User Fee Schedule there is a 60 day window in which development applicants in the Downtown Incentive District will pay development user fees at 100% of the current development user fee schedule. This City Council action will authorize Development Services staff to reimburse 75% of the development user fees paid by development applicants in the Downtown Incentive District between April 1, 2018 and June 30, 2018 so as not penalize them as a result of the new July 1, 2018 effective date of the Development User Fee Schedule.

7.ACouncil to hold a public hearing and take action on Ordinance No. 01-18 extending and increasing the corporate limits of the City of Buckeye, Maricopa County, State of Arizona, pursuant to the provisions of Title 9, Chapter 4, Article 7, Arizona Revised Statutes and Amendments thereto, by annexing approximately 20 acres located 3/4 mile west of the northwest corner of Watson Road and Interstate 10 (I-10).
Summary:

The applicant is requesting to annex twenty acres generally located west of the northwest corner of Watson Road and I-10.  It is adjacent to vacant land which is already annexed to the City.  The applicant intends to include the annexation area in a future single-family development. Council to take action on Resolution No. 18-18 approving the Economic Development and Retail Tax Incentive Agreement by and between the City of Buckeye and Nikola Corporation, a Delaware corporation, relating to development of land in the City of Buckeye as an electric vehicle manufacturing/assembly facility; Authorizing the Mayor to execute and deliver said Agreement on behalf of the City.

Summary:

Council will be asked to approve that certain economic and retail development tax incentive agreement entitled “Economic Development Agreement by and between the City of Buckeye, Arizona, an Arizona municipal corporation, and Nikola Corporation, a Delaware corporation (the “Agreement”)”.  The Agreement relates to the development of a new electric truck manufacturing/assembly facility to be located approximately at the northwest corner of Sun Valley Parkway and the Cactus Road alignment.
