3.Awards/Presentations/Proclamations
Mayor Meck will proclaim April 27, 2018 as Arbor Day in the City of Buckeye.
Councilmember Jeanine Guy will introduce David Martinez III from the Center for the Future of Arizona who will talk about DemocraSeed.  This will be followed by a DemocraSeed presentation by the Buckeye Youth Council.
4.Minutes
Council to take action on approval of the minutes of the March 20, 2018 Council Workshop, March 20, 2018 Executive Session, and the March 20, 2018 Regular Council Meeting.
5.Expenditures
Council to take action on the request to ratify the payment of the accounts payable expenditures made. Copies of invoices are available at City Hall.
6.CONSENT AGENDA ITEMS / NEW BUSINESS - Approval of items on the Consent Agenda - All items with an (*) are considered to be routine matters and will be enacted by one motion and vote of the City Council. There will be no separate discussion of these items unless a Councilmember requests, in which event the item will be removed from the consent agenda and considered in its normal sequence.

Council to take action on Resolution No. 24-18 ratifying the submission of a grant application to the Arizona Department of Homeland Security's Urban Area Security Initiative Grant Program for Funds for Police Officers' attendance at various Homeland Security Conferences and for purchase of equipment needed to increase support of the City's Terrorism Liaison Officers; authorizing the acceptance of the resulting grant award; and authorizing the City Manager and Police Department Chief to execute and deliver all the Subrecipient Agreement on behalf of the City.

Summary:

The Buckeye Police Department Fiscal Year 2018 Terrorism Liaison Officer (TLO) project will provide continued support for the Officers and their ability to respond and assist the public and other agencies during multiple events and exercises. Grant funding, in the requested amount of $17,220, will be used to attend the Homeland Security Conference, TLO Local Conference, and ATAP Conference, and for the purchase of additional equipment to support the TLO's.  The request for varied equipment and training will enhance the capabilities of TLO’s to respond to all hazard events.

Council to take action on Resolution No. 25-18 ratifying the submission of a grant application to the Arizona Department of Homeland Security for funding of equipment needed to increase support of the City's Rapid Response Team; authorizing the acceptance of the resulting grant award; and authorizing the City Manager and Police Department Chief to execute and deliver the Subrecipient Agreement on behalf of the City.

Summary:

The Buckeye Police Department 2018 Rapid Response Team (RRT) grant project will provide continued support for the Buckeye RRT and their ability to respond and assist the public and other agencies during multiple events and exercises. Grant funding, in the requested amount of $52,473, will be used to purchase equipment for the RRT.

Council to take action on Resolution No. 27-18 ratifying the submission of a grant application to the State of Arizona by and through the Arizona Criminal Justice Commission, relating to funding half the salary of a Victim Advocate, who supports victims of crime within the City of Buckeye; accepting the resulting grant agreement; and authorizing the City Manager and Police Department Chief to execute and deliver the resulting Grant Agreement on behalf of the City.

Summary:
Grant funding, in the requested amount of $32,000, will cover half the cost of a Victim Advocate position for a one year period beginning July 1, 2018. Matching funds from the City of Buckeye will cover the portion of salary not covered by the Arizona Criminal Justice Commissions (ACJC) Crime Victim Assistance Grant Program.

Council to take action on Resolution No. 28-18 approving the Grant Agreement between the City of Buckeye and the City of Tucson relating to funding the High Intensity Drug Trafficking Area Maricopa County Drug Suppression Task Force; accepting the resulting Grant; and authorizing the Mayor, City Manager and Police Department Chief to execute and deliver said Agreement and related documents on behalf of the City.

Summary:

The High Intensity Drug Trafficking Area  (HIDTA) Task Force provides funding for overtime and equipment to the Buckeye Police Department. Grant funding, in the requested amount of $47,187, will be used to fund overtime and equipment used by sworn Buckeye Police Department personnel assigned to the HIDTA Task Force to conduct operations and assist in the investigations and pursuit of criminal organizations that operate and distribute drugs in the State of Arizona.

Council to take action on the request to approve a budget increase in the additional amount of $750,000 and the ratification of purchases in the amounts of $65,735.20 and $263,815.23 (for a new total amount not to exceed $1,500,000) for Fiscal Year 2017-2018 to purchase water meters and software, and related maintenance and accessories, needed for the continued installation of new water meters and ongoing meter maintenance program, utilizing City of Tempe’s Contract (No. WUD – 16031-01).

Summary:

Approval of this request will increase the total previously approved amount for the new installation/meter replacement program from $750,000 to $1,500,000 and will allow the Water Resources Department the opportunity to continue with the implementation of the AMI meter reading system already in progress as well as additional permitting/software related maintenance. This additional amount will fund two emergency purchases in the amounts of $65,735.20 and $263,815.23. The balance of funding will be utilized for the remainder of Fiscal Year 2017-2018 purchases.

Council to take action on the Construction Contract (No. 31800038) between the City of Buckeye and MMI Tank & Industrial Services, Inc. for the removal and replacement of two steel water vessels at the Sundance Booster Station.

Summary:

The Water Resources Department requires the removal and replacement of two (2) existing welded steel vessels used for water treatment. The condition of the steel vessels are failing due to coating issues, cathodic protection issues or small leaks. The total contract amount, which includes all material, surface preparation, material application, inspection and testing, and handling and disposal of all debris, will not exceed $330,577. The two welded steel tanks are located at the Sundance Booster Station, 22900 West Yuma Road in Buckeye.

Council to take action on a final plat of Verrado East District-Phase 2B generally located north of Indian School and east of 197th Avenue (just north of Verrado Village Grove) within the Verrado East District.

Summary:

The applicant has requested approval of the Final Plat Verrado East District Phase 2B. This 119 single-family lot subdivision is generally located north of Indian School and east of 197th Avenue (just north of Verrado Village Grove) within the Verrado East District within the Verrado Master Planned Community (Verrado CMP). The associated Preliminary Plat was approved on November 14, 2017.  The proposal is consistent with the character of East District, the approved Preliminary Plat and the Verrado CMP. *6.HCouncil to take action on a Minor Subdivision for the APS Westpark Substation (PLZ-18-00014) located at the southwest corner of Southern Avenue and 239th Drive.
Summary:
The applicant has requested a Minor Subdivision of a parcel located at the southwest corner of Southern Avenue and 239th Drive. Approval will create two parcels, one approximately 4.4 acres to be used as the site of an APS substation serving the industrial uses in the area, and the remaining approximately 74.9 acres to continue to be used as cropland until future commercial/industrial development occurs. 70-feet of right-of-way along Southern Avenue will be dedicated to the City as part of this Minor Subdivision. Council to take action on the Arizona Municipal Risk Retention Pool Fourth Amended and Restated Membership Agreement; and authorize the Mayor to execute and deliver said Agreement.

Summary:

The Membership Agreement sets forth the authority for entering into a joint contract to purchase insurance and the administration of the risk pool by its Board of Trustees. Coverage is addressed by a separate Property and Liability Coverage Agreement and a Workers’ Compensation Coverage Agreement.

Council to take action on Resolution No. 31-18 approving the 2018 summer Council meeting schedule by cancelling the Regular City Council meetings scheduled for July 17, 2018, August 21, 2018, and September 4, 2018 and holding one Regular City Council meeting in July, August, and September 2018.

Summary:

Buckeye City Code, Chapter 2-4-1, authorizes the cancellation of regular meetings when appropriate, by majority vote of the City Council. The cancellation will be posted legally, with ample time for the public and staff to plan for the cancellation. If for any reason, action is required on an item prior to the next regularly scheduled Council meeting, a Special Council meeting will be scheduled accordingly.

Council will hold a public hearing and take action on the request for a Series No. 12 (Restaurant) Liquor License Application (No. 13172) for Conde's Mexican Food, located at 6213 South Miller Road, Suite 107, in Buckeye.

Summary:

Conde's Mexican Food (formerly Lalo's Mexican Restaurant) is requesting approval for a new Series 12 Restaurant Liquor License. This is an established business with new owners, new name, and new license (same series). This application was legally posted on March 28, 2018. Requested by Conde Hospitality, LLC.

Council will take action on Resolution No. 07-18 ordering and calling a Primary Election to be held on Tuesday, August 28, 2018, and, if necessary, a General Election to be held on Tuesday, November 6, 2018, to nominate candidates for Council Member seats for Districts 4, 5, and 6 in the City of Buckeye; and to ratify the Updated General Plan for the City of Buckeye; providing for Spanish translation of election materials, deadlines for voter registration, and mailing of ballots.

Summary:

At the Primary Election, the qualified electors will vote for candidates for three Councilmember seats for Districts 4, 5, and 6 on Tuesday August 28, 2018, whose names shall appear on the ballot. Any candidates receiving a majority of all the votes cast at the Primary Election will be declared elected. The voters will also have the opportunity to ratify and approve or reject the General Plan update. The General Election is called in the event the nominated candidates do not receive a majority of votes during the Primary Election.

Council to take action on Resolution No. 26-18 confirming revised final plans and specifications and awarding the construction contract for the work described in Resolution No. 14-17 with respect to City of Buckeye, Arizona, Roosevelt Street Improvement District, and approving the Assessment District Map, legal description, Assessment Diagram, assessments and the method of assessment for such Improvement District; and ratifying related actions and agreements, including an amendment to the Waiver and Development Agreement pertaining to the Improvement District.

Summary:

Council previously approved actions by the City to acquire, install and construct water lines, sewer lines, roadways and drainage improvements benefitting property owners and landholdings located within the Roosevelt Street Improvement District. The construction contract will be awarded pursuant to this resolution.  In addition, the boundaries of the Improvement District have been modified and the First Amendment to Waiver and Development Agreement pertaining to the Improvement District will be approved.  This resolution also approves the Assessment Diagram, which details how much each parcel of real property will be assessed in order to pay for the improvements.

Council to take action on Resolution No. 30-18 of the Mayor and City Council authorizing the issuance and sale of Improvement Bonds for the City of Buckeye, Arizona, Roosevelt Street Improvement District; authorizing the execution and delivery of agreements related thereto; authorizing the taking of all other actions necessary to accomplish the transaction contemplated by this Resolution; and declaring an emergency.

Summary:

The City Council previously approved actions by the City to acquire, install and construct water lines, sewer lines, roadways and drainage improvements benefitting property owners and landholdings located within the Roosevelt Street Improvement District.  Debt service on the bonds will be paid from the levy of special assessments on certain real property within the boundaries of the Improvement District.
